HCR2025 is a retaliatory ballot referral by politicians who oppose Prop 139, the Arizona Abortion Access Act. HCR2025 proposes to hike the threshold to pass future constitutional amendments through initiative and referendum to a 60% supermajority, but allows future attacks on Prop 139 to remain at the current 50% +1 requirement.

If passed, HCR2025 would make it significantly more difficult for citizens to enact or protect constitutional rights through ballot initiatives while attacking Prop 139, jeopardizing existing and future protections for reproductive freedom.
